At the chapter's end, you'll get an item that lets you travel to a previously visited location. From there, you'll unlock a new overworld ability for Leif that lets you get to him.

Devourer is in Golden Path, one or two screens to the right of the entrance area. On the long bridge where you need Vi's beemerang to hit the background switch to lift it, if you use the upgraded ability and hold the beemerang on the switch it'll lift all the way to the top. That'll lead to a new area with a couple of minor platforming puzzles that'll lead to the boss.
Tidal Wyrm is in Lost Sands, at Stream Mountain. I think you need Vi's flying before you can get to this area. Go through the lower cave that opens up after you drain the water in the first room. You'll need to drain the water in the second room, knock down the other 'log' in the pit to create a path, then go back up to the switch, fill the room with water, hold Vi's beemerang so it'll hit the switch again when you let go, and platform across the logs until you reach the end. You'll then let Vi's 'rang hit the switch, and you want to hop left onto the new ledge as the water drains. The screen after that will be the boss room.
False Monarch is in Forsaken Lands. There's an old Ant Outpost/Settlement that you can discover that has the boss hiding in the house at the top of the stairs.
Peacock Spider is on Metal Lake, but I don't know how to get to it, because I've reached a part in the story where that area is temporarily inaccessable.
I'll correct you here and say that I'm pretty sure you only need Kabbu's dig (i.e. the minimum set of abilities to enter Stream Mountain) to access the Tidal Wyrm.
You need to acquire the submarine towards the end of Chapter 6 to access an island in the bottom right of Metal Lake. From there you need Leif's icicle ability to enter the cave behind the waterfall and icicle your way up a stream inside the cave.
