After playing dig-in card can you place sand bags on cities and forests, and if so will it give you more defence? Beacouse if someone places sand bags in forest, to kill him someone would need to do close assault, but it would still be only 1 dice, and for tanks it would be impossible to hit them even from 1 hex away from them.

The benefit, as I understand the use of the sandbags, is that the defender does not have to retreat as promptly when hit by flag rolls when used on terrain hexes other than open ground.
