However, maintaining online servers for a long-running game like this requires a significant ongoing investment. Considering the age of the game and the technical challenges involved, it is unfortunately not feasible for us to continue supporting the servers at this time.

Still, I think there might be a market for something like this. I have a few games in my library that are just dead weight because the servers they rely on were shut down. If there was some sort of third-party program that would allow players to get around this and connect directly to each other instead, it would probably sell.

Also, have you considered Table Top Simulator? I think there are more TTR maps available in the Workshop, and the game is hosted locally, rather than a third party server.
Steamworks isn't free, Steam is just eating the cost of the servers and bandwidth. This game may have been on Steam, but the developer hosted the servers, not Steam. The company that makes the board game is paying another company to make a new version. Why on earth would they keep paying thousands of dollars a year to run servers for a game they are no longer allowed to sell? They moved the license to Marmalade (new dev).
