And you've to preemptively save some R&D, if you know, that it can get expensive, especially if you've researched most of the trees already. I can understand, why someone didn't know about it in the first season, but you should already be familiar with it after 2 seasons.
And no, you don't have to start from zero again, even though you'll propably loose some of it, if you wasted too much R&D points before it. Try to save the big ones first, as the smaller ones can be researched faster again. They don't need to have a path to the middle, so don't care about the order here. Saved researches will also make it possible to research new things, which touch it, so you might also use them as starting points for further research as well.

It is not just you, but every team on the grid facing the same problem. It is intended to force you and other teams to make critical choices in what you keep and what you drop. This means the field gets shaken up a bit every few seasons to stop it becoming a Mercedes 10 year win.
I actually look forward to it as it makes the racing more random, allowing smaller teams to maintain a fast car while the big teams suffer.
Not always, It can be a random change without warning. I had the cut-scene first season at Sochi for an aero reset without any emails. Season 4 I had a full reset and only got warned at Suzuka by email, with the cut-scene the next race.
