Same thing last year wit this. Hopefully they get it going. It's a shame because they did a great job making this one updated and different. But definitely a let down.

i have tried rolling back video drivers reinstalled the game onto another drive
i have deleted the temp %appdata% folder and also the F1 2020 folders,
i have also tried changing Nvidia power settings CPU power settings all with out any joy as well as trying different windowed full screen and AA settings in game
i have all the latest drivers for my hardware and every other game on my system works fine

I share with you what I did in my case, there is a link to a conversation in Respawn First where it explains a series of steps to solve the problem.
I simply opened the NVIDIA control panel (I have an RTX 2060) and modified the settings in the 3D application.
