If some kind of warfare is considered in the future It will be an optional feature.
isit a slow paced city builder with no objectives?
What is the fear if no warfare? time limits on missions? hungar aka people will die? weather? the gods get angry ?
slow paced with no threats? thats kinda boring man. even in a game like banished or something you fight against hungar and cold.

Personally I prefer trade and economy over warfare. In the old pharaoh games I always opted for the economic path to win a mission rather than the military path. Give me a real deep economy and I don't miss warfare. A real deep economy for me are long production chains and a lot of different products. gather resources and buy from others what you can't produce locally. Trade finished products. Also I like the Caesar approach with advisor for lots of different requirements of your citizens. If hat is deep enough I would not have time for war anyway.
That said, it would be nice to have a war as an option in case you don't agree with your neighbours about certain things. great would be a map and diplomatic relationships with neighbours. To keep it simple, warfare could for me be done indirectly (recruit soldiers but battles can take place outside he map).
It will be quite interesting to follow this game and it's development
