i play old games medium and new games that interested me so had no reason to waste cash on new gear when mine runs the games well already and most of my equipments drivers are 4-5 years old and stable , i stopped using gefoze - intel- amd and other tools of similar types after seeing ppl always saying overheating cpu burnt out gfx ram ect .
miceosoft dont seem to be able to make anything properly anymore roll back to win 10 if you can , if they wanted too dominate PC OSs sales they would have made more useful options for people not just everything for high price point or nothing :}
I'm probably a bit late to the party but I found a fix. After opening the game right click the game icon on your taskbar then right click the "RGSS3 Player" button and select "properties" under compatibility tab at the top check the box for "compatibility mode and change it to windows 7. Then hit apply. If you close and reopen the game it should launch in full screen.
you have to be in admin too make those changes save or even run properly , so get in habit of starting the game in admin by right click icon like above post .}
