Reason is simple if the girl will be flat it she will be called underage. No matter if the makers says all characters are 18+ and other stuff it will not help. We just live in such a crappy censored world, where stuff gets cut or censored for being to creative for some minds. And sadly those ppl in control of the censoring have a broken mentality of rating a girls age by how well endowed she is.

Very late to the party, but... There are games on steam where not all girls have large breasts.
You could for instance try Brave Alchemist Colette (or is it Alcumist?), there you can choose if you want the titular character to have large or small breasts, and as for the other girls in that game, it varies from flat-chested, to the point where you wonder how they stand upright.

Treasure hunter Claire (from the same maker), is also a good choice, though you can't change the main characters breast size, most of the other characters have reasonable breasts sizes.
