De-linker Item

I found this item i some of my game.Now i've started a new game and check a lot of technology ruins but cann't find one(always other stuff).Do i miss something or is it a requirement or somethings to do to unlock this item ?

Pure RNG from what I've seen.

My first game (with the base tribe, but before 1.0) I found 3 over 800 or so cycles, in my second I found 2 in over 2500 cycles and now in my third where I have yet to find one in over 1000 cycles.

Edit: it wouldn't surprise me if there is a minimum global threat level before it starts appearing, but even then it is still RNG.

I found finnaly one 5 minutes ago !
i needed 20-30 attemps,scouting and game re-load !
For the minimum global threat level i think it's 2.But it was on a global threat level 4,so the lower ration was guilty !

You can find them in expeditions and as craftable items in some ruins as well. I'm currently doing a challenge difficulty run and was on global infestation level 8 - and found a ruin which let me craft 3 of them :p

Also they should become more common as you get more of the blueprints since that reduces the available pool of options.

I have over 1000 cycles on my challenger ironman run and have yet to see a single delinker spawn.
