I think the patchnotes referenced that. So it might be that some unlucky discards come from that.
For example Monster Train tries to give you a so called Banner Unit each turn and thus your top card is often a Monster which is bad if you draw into it but forgot to hold up the mana.
If such a thing is know its usually talked about on reddit.
With the caveat that players can mess with their deck's rng (I'm thinking of the gem that puts your card at the top of your deck.)
Technically, that's a player mechanic, not an inherent function of rng. Giving the player the ability to manipulate the deck does not change the fact that there are no extra mechanics by which the rng is manipulated internally. Without player input, the deck is not manipulated in any way; thus the developers do not mess with rng.
