Real Wargame or not?
Real question, is this the closest thing to a wargame?
I dont care if its "bad graphics" as some reviews say, real military wargames such as high command level, do not require nice graphics like warno.. but they require consistent data with all the military assets used. Does this game covers that? Or it falls short?

It's the best you're going to find on Steam assuming you are looking for something that is scenario focused and focused mainly on air and naval actions rather than ground actions.

It's basically Jane's in 3D with plenty dialogs for micromanagement. Honestly it's not surprising that a government version of this game exists.

Some offices in the US DoD use this software, if that says anything to you. Each one that I know of, uses the Monte Carlo simulation capability of the PE version. Of all the offices I have contacted, only one uses C:MO for wargaming between multiple players and it's a university ROTC program.

The data that goes into this sim is mind boggling. All of the weapons, vehicles, aircraft, radars, jammers etc are simulated as close to real life as they can with the information they have. It is definitely one of those games where there is more happening in the back end than you realize. The only thing that takes away from the realism is the lack of AI pilot decision making. They require a very explicit doctrine that they will adhere to 100% of the time so you need to make sure you know what you are doing when you set up missions or your pilots may launch all of their BVR weapons at max range until they are winchester and then get preyed on. But once you learn to play it is amazing.

Not true. A scenario designer can switch doctrine literally in flight on any unit at almost any time through missions, events, and even with lua.

Ya, that's one thing that would be nice if they could address.
If you tell a unit to attack x, There are a number of reasons why it might not do so.
If the system was smart enough to realise that you want to attack and could change the units settings to allow it (Height, range, radar not on etc. etc.).
The game would be much more user friendly and IMO realistic.
Having an entire attack fail because you forgot to click a button is not great.

The dichotomy of the AI taking things into their own hands plays out on the Matrix boards. One group wants the AI to adjust its approach to match the situation as an outcome-based solution. The other group of players wants the unit to behave slavishly and only do what its told. In fact, changes get unchanged in patches because of the clash of these two philosophies.

As a compromise, the devs have added very powerful capabilities to adjust AI behavior on the fly. The compromise is that the tools are available to the scenario designer. But it takes a motivated and knowledgeable designer to use them. Most designers build the units and a general strategy and send it out. Few take the time to really analyze AI behavior and build a flexible and effective AI strategy.

The other option is a simple warning, " out of parameters" so you know you have to change something.
