Can't Download or Uninstall
I seem to be stuck. It downloads 99% of the file, then stops. It will not finish downloading. I thought maybe some file was corrupt etc, so I tried to uninstall the game so I can reinstall it. It won't allow me to uninstall either, brings up the message "Failed to uninstall Command: Modern Operations due to: busy. So I am very stuck. I also cleared the steam download cache, I have 6 terabytes of hard drive space, need help lol

Are you perhaps installing to an external HDD ?

Yes, it's a 8TB Seagate FireCuda

Okay, these external HDDs are often formatted to exFAT or FAT32 by default, and these filesystems sometimes have a hard time coping with lots of small files (and CMO has "a few" of those out of the box).

As a workaround: If you have enough space, install first to an internal disk (SSD preferably), and then migrate that installation to the external disk. The Steam client now has (finally!) a built-in tool for doing this: https://imgur.com/a/KKuyyxZ

This trick has worked well for the vast majority of such reports we've had, so give it a try if you can.

Installing it on the internal SSD (NTFS format) solved it. But migrating it to the micro SD card after installation still rendered CMO disk usage to be 207,3GB though total file size is 26,4GB. Micro SD card is exFAT format as mentioned. So looks like it has to stay on a drive that is not formated to exFAT.

The new v1.08 public beta includes, among other things, a vastly reduced quantity of small files. This *should* make it significantly less of a headache to install on HDDs and especially external ones. So if anyone is still suffering from this please give the public beta a try.
