Jon Snow and the Wildlings' Attack
Normally the Wildling Strength goes up during the Westeros Phase (when drawing event cards). And the Wildling-o-meter stays: "The Wildlings will attack when their strength reaches 12".

The text on Jon Snow's card states the following: "If you win this combat, you may decrease or increase the Wildling track by two".

If I understand this correctly, this means that by winning a battle - when the Wildling track is at 10 - the Baratheon player can decide whether or not he forces the Wildlings' Attack right after the fight?

It's not written on the card but the minimum is 0 and the maximum is 10 so no you can't trigger a wildling attack.

A follow-up question: do you HAVE to decide whether you increase or decrease the Wildling track or can you leave it as is?

The physical board game card says "If you win this combat you MAY decrease or increase the Wilding track by one space (to a minimum of 0 and a maximum of 10)" so no you don't have to.
