If not, if the game is in your library, right click on it and go to properties>local files>verify integrity, or uninstall and reinstall it. If it isn't in your library that seems like a Steam issue I've personally experienced where you need to restart your PC. Some programs will launch into the background and never open up fully.
Restarting your PC should help with that issue.
Did that, doesn't fix it.
What region are you playing from? If it isn't one of the ones (East US, Central US, West US, North EU, West EU, and AUS), Steam might be incorrectly showing you are able to download it when it isn't in that region yet.
This seems like a Steam issue as I'm able to install and uninstall it perfectly fine over and over again, but I'm going to look in to if it could be a SJG problem. As Posh Bum said though, this seems to be happening to all F2P games, so I'm not exactly sure.
