Is there a specific reason why you can't buy the game in Germany?

Steam in Germany requires an official USK age rating from the end of 2024 - we are waiting for this rating to be granted. Unfortunately, these are the rules on Steam at the moment for the visibility of games in Germany and we have no influence on this.

Is this a new rule? Do games really need an official USK rating now?

The Steamworks documentation (Age Ratings Mandatory in Germany) seems to indicate that you can use an USK rating *OR* Valve's self-rating process (via a content survey).

Is the latter no longer sufficient?

Hi, from Steam: Only enter a rating here if you have received an official rating from the associated entity such as ESRB, USK, etc. This rating is usually accompanied by official paperwork and a rating ID from the rating agency.

I *think* this simply tells you not to make up a rating on your own, and leave the "age rating" section in the content survey blank.
From the documentation:

A game can have a rating issued by German self-rating body USK or it can have one issued by Valve through its own self-rating process. Valve's process takes into account customer feedback, input from Valve's content review teams and the content survey that the developer has filled in for the game.

So - apparently you don't really need a USK rating for Steam.

From what I've seen, could potentially had been linked to WW2 elements, like a Plane or an aviator...Germany has crazy restrictions on some "history" work you can show or not show.
