Not sure, they just updated bunch of executables and libraries. Probably nothing to do with game content and more with soft fixes.

Has anyone had trouble placing blocks right underneath/looking down after the update? It updated for me and it was just fine before it, but now it's not letting me at all.

Playing DQB1 a bit, I'm a little sad the update isn't here to bring the visual polish and options that it got. It's a bit incongruent now that the first game has better lighting, water reflections, and more importantly, PC graphics options. It natively has 144hz support where DQB2 does not. Otherwise, I've seen no difference from before

Thats because DQB2 is a port from the Switch/Playstation lineage. DQB1 was completely rewritten from the older Phyre engine into Unity for mobile, and the Steam version derives from that. Thus DQB1 on Steam it has modern PC and game engine features than DQB2 on Steam does not.

However, the water reflection is more a gameplay issue. DQB1 doesn't have deep water so reflections were a solid design choice for that game (and they are present in the Switch and PS versions too.) Becuase DQB2 introduced deeper water and the ability to dive below the surface, that meant reflections could be misinterpreted by player, so they went with a more transparent water effect. Would an option of sorts be desirable? Yes, but we're not getting one now, and even if they were to have redone DQB2 in Unity I'm not sure they'd have changed the water from transparent to reflective.
