Does it actually counts as a pool room? I see they are swimming but only somewhere on the lower level. Maybe because water level is uneven it does not count whole area as a pool so missing some other placed items (4 ladders and 5 fountains were required). Try to even the water levels (you need to pour water on some solid block so that water is spread on the level above that block, if you try to pour above a block of water it will drop down and start speading there instead of where you intend to spread it).
In case it still does not work check you blueprints and try to revert to initial ones (I doubt it matters though as in such cases it is usually amount of requirements that matters, so should work even with your setup after you fix it).
I build it according to the blueprint
I filled the middle part with water and it says its a pool But the quest stil isnt marked as complete I still dont knowh what to do next
You need to build it where the game laid out the blueprint first.
Yeah, you totally botched the blueprint up lol, you need to follow them exactly when initially doing it! Don't try to get creative until after the blueprint quest fully completes...
