If nothing works to get Lillian back from wherever she's disappeared or you just can't find her, you could go recruit new Villagers from Soggy Skerry to satisfy your need for a cook. You'll want one of the Villagers dressed in red or the lady with an apron - those wearing blue jackets don't cook. When you finish the Khrumbul-dun adventure and return to IOA, you'll get the Resident's Register very soon and can use it to relocate her or bring her into your party temporarily.
