Thanks! I'll give it a try (although I'm fairly sure I tried in the various perspective modes). Were you able to enter the mode using the 'T' button without getting the emotive menu?
*Finally* figured it out. It requires the use of the "look downward" mode (number key "1"). If you hit that, then hit "t", it goes into buildnoculars mode. Not very well explained in the game, and appears to be one of those console port omissions. On the controller it is the LT button, which is a lot less arcane.
