Possibly missing something from the Decorations list as well, so consult the image to see if it matches your Tree Stump. In addition to the 21 blocks, there are 25 decorations, plus the one furniture (Dilapidated Throne)
Also, this image will illustrate 100% recipes is obtainable without the Tier 0 Builder's Workbench, only tiers 1-4: https://ibb.co/7pxHND4
If Broken Masonry Block is not on your PC version, it may be a matter of how you collected it. As I recall you must -destroy- the block. Using Ultimallet doesn't destroy. You need to switch to one of your earlier hammers. You can also use a Wrecking Ball but it creates widespread destruction so you could Ultimallet it, take it somewhere safe like the beach and then blow it up if you preferred. (As I recall I had to use a Wrecking Ball to get one of the Tree Stump recipes before Ultimallet is made available, but I can't recall if it was Broken Masonry or not. It may well be.)
I definitly see one missing on the tree stump.
