Easiest way to do it is to improve existing rooms that are close to the next threshold (add something fancy like a Golden Brazier or Candelabrum), and once all existing rooms are fairly maxed out, build lots of temporary Tiny or Small rooms side by side out of something like Gold Brick, where each room would be at least 2 stars. You're probably around 20 stars to start, you can bring this up to 40-50 through improvement, and need another 10-15 tiny/small rooms to close it out. Most players just wait until later in the game when they have more space, more recipes, and more variety of fancy items (especially those requiring lots of Cotton.) 80 total stars is quite easy by end of game, but immediately after Khrumbul-dun it takes a bit more effort to learn the recipe.
And you still need several Rubies to build one, which can't be found until you reach Iridescent Island. So if you haven't reached this island yet, don't go overboard with building fancy rooms yet as you'll likely build several between current point and then which will eat into the 80 needed.
Treasure Pile is one of the most difficult items in the game. It takes time and effort to unlock the recipe, and its one of the most expensive items material-wise to build. Don't expect to build a lot of them.
