Report a translation problem
If Items is at 100% but Recipes at 99% then its something you've picked up along the way but never made yourself. Foods and items typically found before they can be made (like Schnitzel, Slime Bun, and the Malhalla weapon and armor set) are easily overlooked.
If both are not yet 100%, then its something you've not crafted or found. The Hammer icon on Builder's Workbench tells you which ones at that station are missing, but you'll have to check a few other workstations manually: Anvil, Tree Stump, Wizard's Workbench, and Sewing Station. A lot of people forget about the Sewing Station and its few bonus post-game outfits, or neglect to build all the weapons at Anvil, especially the late-game weapons. But if you've cleared all five of those stations then what remains is a food: for that you'll need a list of recipes.

These are listed in same order as game so its easier to identify a gap. (There are numerous items in the game not listed in the Builderpedia, like spoiled plants, but these don't count toward the percentage either.)

You obviously discovered this though, but anyone else stuck at 99% maybe needs to check this.
It lists all recorded* rooms, sets, items, recipes, and monsters in the game, in the same order as listed the Builderpedia. The Item-pedia tab would list exactly what screenshots would show, minus the icons of course.
*Note that some rooms, items, and monsters aren't listed in Builderpedia, so they aren't listed in this document.
