I'd say the island height is pretty much fixed. Expanding that would likely break the save format. If you tried to share your island it could crash those without such a mod/hack. If you're building it where the castle normally is in Cerulean Steppe, then this is as high as you can go:

The tops of the belvederes on those two towers in front are at the absolute highest building level. (43 blocks above ground level I think.)
Of course, it doesn't help at IOA that the castle is build on just about the highest part of the island minus the mountains ranges and the Hairy Hermit's temple. However, some Buildertopia biomes differ on where the sea level sits. For example its very high on Sunny Sands becuase is has deep mines, but very low on Iridescent Island to accommodate those tall spires. If you really desire a tall tower, building a castle at an Buildertopia based on Iridescent Island's volcanic biome might allow the tallest tower.
Another option is to expand your castle towards the western cliff. Its all shallow water there and you could build something taller starting at sea level (or on some new land you create just above sea level.) I saw someone once say they were going to build a Mage Tower that way. Might buy you an extra 14-16 blocks worth of height building it on the side of the cliff over there.
