Town lock to level 4

Hey there i have problem, i see on the internet some player can have big level for they town (like 10-25 and more) but for mine they say level max 4, im in the chapter 3 Ocharbhon, i have just complet the golem in gold but the level continue to be "max" >.> is it normal ? thx for help and advance

It's normal. Not sure where you were seeing higher, but I think it was probably a misunderstanding. All 3 of the main story towns cap at level 4, and towns built on the Isle of Awakening or Buildertopias don't have any level. The character level is locked at 10 -> 20 -> 30 -> 40 -> 99 (postgame) during the story chapters.

Any extra heart points that you get after hitting town level 4 are useless until you get the ability to buy inventory items with at the end of the game. Then you can go back to your islands and spend it all.

So 4 is th max level of a town ? it's sad, it's really easy to rush this level :/. Alright about the charcter level and thx you for respond !

You will do most of your big building on Isle of Awakening and a Buildertopia.
