Report a translation problem
To post your island to Noticeboard, you just need to upload your island while on your Buildertopia, instead of on IOA. You can only have one or the other uploaded though, not both.
And once uploaded, anyone can visit - you can't restrict it. (Its possible that only PC players could visit, but Switch and PS4 are cross-visible, so assumption is that PC islands are, too. Nothing in game tells us which platform the island was built on though.)
Multi-Builder Mode only works for the people you invite. Hardly anybody does it this way though.
Most builds are IOA simply because IOA is larger than any Buildertopia (regardless of biome) and has more varied terrain to keep things interesting. You can't get both a snowy and desert area on a Buildertopia (at least, without doing a lot of work yourself to make it appear so.) Several of the Buildertopias do have unusual weather, skies, or climate though (sweating hot on Iridescent Island biome, shivering cold on Rimey Reef biome)
