1) Yes.
2) They switched hands, BBI are no longer actively developing it and the new devs seem to be unaware of the game's current state.

Sadly yes. Shame because the game was so full of potential. It looks great, sounds great. Interesting factions and units but the OG devs had no clue what they were doing when it came to gameplay and refused to listen to anyone in the community.
