What worked for me is to change the language of windows from german to english (american). Just played 2 skirmish matches and both worked fine. Hope that helps someone.

Did you really change the system's language? Don't confuse it with the keyboard language. Changing the language changes the folder "Programme (x86)" to "Program Files (x86)" - where steamgames are likely to be installed. I think this is pathing issue. Guess they really gave up on this one :/

@MagnuM: I changed the language of Windows from German to English. You can do that under system time and language.
