What card do you have?
Typically that desktop model does not come with a dedicated Graphics card, but intel HD internal graphics... which is definitely below minimum spec for any modern game.
Your desktop may not even be able to support a proper graphics card (I.E. An Nvidia or AMD card).

The HP Omen seems to be on that list actually, as the best "value" gaming PC.
In terms of graphics cards, any Nivida 10 series or greater card E.G. 1070, 1080, etc. should work well. AMD cards, any Radeon 6XXX series card or better should be fine. Also, avoid Nivida 16xx series cards like the plague (they are often marked "Super"). They aren't super, they are hot garbage. They are nice and cheap, but you get what you pay for. If a graphics card doesn't cost at least $350 (£275) ish, it's probably not very good. I am talking about just the card, so a PC containing such a card is going to cost you at least $1000 ish.
Check the UE4 benchmark for whatever card a machine your considering has. Just google "UE4 Benchmark & the name of the graphics card". If the card has a good solid 80fps+ in UE4, it should be fine. Panzer Corps 2 uses the UE engine.
All advice is just from me personally, I used to be a Senior Computer Engineer but it has been a little while since my last build... I hope it helps :).
