I suspect it could be a combination of bad RNG luck (bad for the AI, good for the player) causing a lot more damage than what the AI expects, or some very valuable targets the AI just cannot resist attacking. Something like a hugely expensive artillery gun.
Maybe to help, there is this walkthrough guide to help explain a good path to go that doesn't involve having to slice your way through all the enemies on the map, and should reduce the instances of the AI getting a chance to perform a suicidal assault.

I wonder if difficulty settings might be affecting this. I mean, I do play on Generalissimus, and it's definitely not the mode most players play the game on.
Could also have to do with CORE composition and army management. I've never seen AI suicide a weak unit into my very strong and highly overstrengthed units, they always chicken out if they have a bit of damage on them.
I can imagine a weakened 5 strength AI unit trying to take a potshot at a hurt 6 strength unit and getting itself killed through RNG.
But I also play on zero randomness, so my AI opponent never gets the chance to kill itself as a result of 'bad luck'.
Nah! War is no chess game, so I always play with 100% randomness.
strength 2 AI infantry, spanish militia, attacks strength 15 colony infantrie on a hill resulting in 2 kills to the AI unit and nothing not even 1 supppression to my unit.
i´m playing on generalissimus with 0 randomness.
In this example i´ve got the no AI allies mod installed, but i´ve seen those suicides a lot even in the base campaign.
@Kerensky maybe u haven´t seen it cause u rarely leave 1 or 2 strength enemies alive? i often do and safe them for next round to train my tanks steamroller.
Or I've encircled these lingering low strength units, so they can't act even if they wanted to. :P
I could see that being an order of operations for the AI to go through.
Try to repair before trying to attack.
Because if it tried to attack before trying to repair... we would always see suicide attackers and never enemy units that repair when nearby your units.
Tried an experiment - did nothing - deployed my forces and sat still - and same thing happened - the entire Czech force headed for me and attacked, crossing over the river to reach me.
