Sdkfz 231 6Rad can't move or shoot

It has the red and green areas lit up under it, but will not move. Is this a bug? I see it happen quite frequently.

Phased Movement units will never use up their movement action pool even if they do not have enought points to move to the adjacent hex anymore, I think. As for attack action, is the target in High Mountain or Dense Forest? Wheeled movement type cannot enter such tiles unless there is a road, so they cannot attack if cannot enter the hex. You may also run out of fuel/ammo to be able to move/attack. If a unit was forced to retreat in the last turn, it uses the movement point for the next turn, so it could use up its movement point this way.

Ok. I also have sometimes tanks that can move, they even have a grey dot on the adjacent hex, but will not move.

Try to make screenshots of these kinds of things, it makes it a lot easier to figure out what's wrong.
