yes Sir

you can actually just encircle Kursk.
As long as you dont enter Kursk itself, no counter attack comes. So you can chose the moment when it happens

Kursk is not particularly difficult[www.slitherine.com], no. Stick to encircling and defeat in detail and you should have few problems.

If that's so, then they need a patch to correct this, say have the counterattack occur anyway after a certain time, maybe a slightly randomised time.

I like winning scenarios, but not "gaming" them. Kind of reminds me of the earlier Panzer General where you could fly an infantry to capture an airfield in the enemy's interior, then build tanks and Stug's there. Doable, but totally wrong and unrealistic.

You don't have to "game" the scenario though. You can charge right into Kursk if you want to fight the AI.

Is this till in effect? Because I stayed out of Kursk and the AI still started counterattacking on turn 12. The only thing I can think of(if it wasn't changed in a patch) was that I had a brumbar in the next tile outside of the city and an infantry unit came out and attacked it and the retaliatory strike hit the infantry unit while it was on the city tile.

FWIW the northern Soviet reserve attacked me on turn 12[www.slitherine.com], but I had just taken Prokhorovka. The armour in the south didn't move until much later, though.
