Report a translation problem
This is incorrect. Only strategic bombers cannot base out of dirt strips, heavy fighters absolutely can. I'm a big fan of heavy fighters and base them out of dirt strips routinely.
EDIT: I played out Sedan, and sure enough the aircraft refused to rebase even though the weather was clear and the aircraft were small and had done nothing so far that turn. There may really be a bug! I discovered that by pressing N multiple times, the game finally recognized the command and allowed me to rebase. So rag on the button, it might help. After the initial revbase problem after that the aircraft rebased as advertised throughout the rest of the mission.
I've made this mistake many times. You need to carefully click an "empty" part of the lit-up destination airfield hex. This is normally straight-forward, but when all nine hexes at and around the airfield is occupied by both ground and air units (friend or foe), you might need to zoom in to find a bunch of pixels that doesn't select one of the units...
PS. Airfields don't light up for rebasing if they're already full so it's probably not helpful to discuss the limit on number of aircraft - it's immediately obvious if the airfield won't accept more aircraft.
