The important part is that they don't recover suppression or fuel/amo, as well as a receiving stacking per turn penalties, so you can use it in different ways.
You can use arty and bombers to suppress and/or destroy fuel/amo and then attack when they can't fight back.
Or you can make a series of small attacks to drain the amo etc.

Suppression only stacks by 2 points per turn. 15 strength infantry takes 8 turns of encirclement to fully disable.
While that sounds slow, it's not. Because you can dramatically accelerate the process by using artillery and strategic bombers.
Any suppression done by you do encircled units becomes permanent instead of being reset at the start of enemy turn, as long as the enemy is in an encircled state at the start of their turn.
So....
2 suppression + 5 more from artillery strike = 7 permanent suppression. That's 1/2 a 15 strength unit disabled until it is freed from encirclement.
