After you open the editor, go to File -> New
Editor will prompt you for dimensions.

Be warned that going past 60x60 is highly inadvisable.

Within a few minutes you'll be able to create a variety of maps, it's very easy and effective to use the more you play with the editor.

Are you using the 'pad image' feature?

This helps immensely for trying to make maps based on real locations.

Inside of the editor, there is a 'help' section
It comes with a basic, but good starting point, editor manual.

It has a section on pad image too.

Once you have the basics down, one of the best ways to learn is look at other scenarios and how they are built and what settings are in them.

Besides Help -> Editor Manual (which is slightly outdated and needs a new revision, I must admit), make sure you click [?] buttons in the headers of the left panel. Each such button shows help for the currently active editor mode, and some of them are very in-depth. Some other less so, but in any case, it is very useful to know information in these popups.
