I have for example two supply hexes each side, but during mid-game there is no 'deployable zone' around them. Could you decribe step-by-step how to implement this zones on map?
Supply hex can deploy units in-game ONLY when placed on village/town/city.
I think it is not intuitive - I would prefer to be able to use supply hex also on different field types.
We only lose flexibility if we make supply hexes universal. We don't see it much in the main campaign, but at some point, I absolutely want Victory Hexes that are NOT on city hexes only.
VH on Hills is obvious, but sometimes VH in clear or other terrain all serve important purpose. VH on a bridge too.
Now the same logic applies to Supply Hexes. If every supply hex becomes universal, it losses flexibility.
I don't think I'm comfortable with the idea of an Army appearing out of an open field, just because I wanted that hex to be a nice Supply Dump/Ammo Cache.
Supply hexes that you cant purchase from are good. They add flexibility to scenarios without the danger of balance being damaged by buying units from locations with no logistical infrastructure.
So
You can have supply, but no logistical infrastructure: Supply hex not in a town/city.
You can have supply, but also logistical infrastructure: Supply hex in a town/city.
