But you can do this with rng at 0. No problem.
With the base units you need the strongest units possible to go towards Kielce. This ends up being the panzer 38, panzer II, both artillery, the pioneres, and the recon, one infantry unit, and all all air units (the fighter to protect ground units using transports and the bombers to soften various units up.
The first turn you need to clear the town on the river and need to completely ignore the town that lies below your units. The ai hasn't moved that infantry to attack as long as I haven't moved stuff near it. On top clearing that river town you need to put a unit to block the bridge just north of that town in order to stop the recon unit from smashing an artillery or hurting one of your infantry to much.
On turn 2 you need to have most of your units cross the river and need to start messing up the infantry and calvary that lie just across it. Along with that you need to have something to block a possible attack from the infantry in the village just north of your river crossing (don't move to close that you provoke that unit but do be prepared for it.)
Turn 3 should see you moving most of your units moving just outside of Kielce but not attacking the town (becuase if you've moved your infantry that close on turn 2 it's likely the armor around Kielce has killed them). Have your panzers protect the transports carrying infantry and artillery that will take the town on turn 4.
Turn 4 likely sees the Polish tanks attack your panzers but they shouldn't have taken much damage. Use your panzers to clear any armor that is blocking your units from Kielce and then bombard the infantry actually in Kielce and ideally attack with your pioneers first. Then just attack with anything else you need to force out the infantry and move a unit into Kielce.
Following that general plan I can somewhat consistenly get Kielce by turn 4 on the highest difficulty. On that difficulty it does help that enemy units can't reinforce due to how strapped it seems you are on prestige and how hard even things like basic infantry can hit with that bonus accuracy. With a custom force and/or lower difficulties it should be easier to do this. Hope this helps!

BUT it is really just very lame. It should be by turn 6 or something, to allow new players a chance (1st scenario) and also it's stilly to leave rear undefended like this.
