Is there a level cap?

I've not yet gotten the reactor for the Titan laser (Part 3 of 'We need a frickin' laser'), but I've reached Tech Level 70 almost singlehandedly through sheer perspicacity alone. I've gotten pretty darned close to the galactic core without encountering a gate that would require a Titan Laser (I still haven't seen one, but I'm working on clearing gate blockades on the outer rim of the galactic disc first). I'm concerned that there's a level cap at Tech Level 100, and I've focused so much on keeping my research balanced that I'll not be able to get all the stuff I want. And considering it takes 21 points to get a category up to level 6 (I haven't gotten the second and third Clockwork upgrades, obviously), and I only get three points per level, that's seven levels per category. Would it have been better for me to progress further before grinding my levels? Do further Clockwork upgrades bring more tech points per level? Most importantly, is there a cap?

Well, I found the first Titan Gate of my game, but it was nearer the core than was implied.

theres no cap that i have found im lvl 134 (cheats XD) but no i havent found a lvl cap

I think I finished the game on 154 on normal. After you clearing the zombie infection it's pretty easy to get free tech, so I thought, why not?

I have no idea if there's a level cap, but after getting all upgrades to level 10 the data becomes useless.

On the old forums or maybe on the company's website's forums, someone said they were up to lvl 210. If you are in zones that are level 40 or higher, you would have needed a titan beam to get into them. THere is like a central set of a few dozen worlds (in a circle) that would be the ones that are behind the titan gates. There's only 3 or 4 zones that allow entry to them, all of which have the titan gates. I'm not sure that the titan gates actually look any different than the other ones.

Do the story mission already!

You get more data at a time from missions and the larger planets near the core will sell you much more data at a time for a lower goon price.

If there is a level cap, you are far from it. I'm at 165 right now and going, still haven't taken on "the next big thing" (trying to be spoiler friendly) after the titan gates. At this point in the game I'm getting 600-900 data per mission and it takes about 3K data to level.
