Yes, the online COOP is region locked. There are 2 way to play with your friends:

1) Use VPN
2) Use betterping version from the list of betas on Steam:

copy-paste save files from:

%USERPROFILE%/AppData/LocalLow/PostmetaGamesLimited/Biped

to the

%USERPROFILE%/AppData/LocalLow/NExTStudios/Biped

Then, please choose a different BETA branch:

1. Go to your library and find Biped;
2. Right-click the game and select "Properties";
3. Select "Betas" in the pop-up window
4. Select "BetterPing" in the menu. To switch between versions, just open this menu again and select "None".

You could play with your friend easily. Please, follow the instructions here:
