Good move and sleuthing. Yeah that is a common problem with USB devices.

I have the same problem with the Spektrum InterLink.DX that comes with RF9.5. Whether on RF9.5S or AeroFly RC 8 (Windows announces a USB interface error) on my Laptop DELL G15 (Gamer).
According to the used game, RF 9.5 does not launch and AeroFly 8 does not recognize the controller.
Waiting for a solution, I am using RC Flight Controller - IKARUS. It works perfectly on these 2 flight simulator games.
It is likely that the USB port is not putting out enough power to correctly power the InterLink Electronics.
If it were to provide adequate power the Interlink will show up on "Devices and Printers" as an Interlink DX controller.
I suggest that you purchase an externally powered USB hub that can sit between the Interlink and computer to provide power to the Interlink. You'll need a hub that provides it's own separate power supply. These are fairly cheap.
When i tried to run RealFlight 9.5s, I was getting a message
=> Please connect a RealFlight controller device or Windows joystick.
=> If you have a RealFlight Wired Interface, please make sure your radio is connected and powered on.
=> If your controller is plugged in, please refer to pinned posts .....
I also noticed in device manager, that I had a device that was
=> Unknown USB Device (Device Description Request Failed)
What I did was -
1 - plugged the Interlink DX into a POWERED USB hub
It did the rest for me, and when having waited 15 seconds i pressed retry, to run RealFlight 9.5s, it was all working.
You may have to also do the following in device manager
A - click on the Unknown Device
B - uninstall the device from device manager
C - scan for hardware changes
