Rebooting
Exiting Steam
Right clicking on the Steam Icon and select "run as administrator".
Then from within Steam, click on "Verify Game cache".
Once it is done launch RF9 and see if it starts up.
If it does configure your video, then exit, and exit Steam.
Then relaunch normally after that.
Please go to Steam / Help / System information.
Cut and paste everything that appears in the box that appears into a new post here.

There have been reports of both Windows DEP and Anti-virus software causing the installer to crash.
You may wish to turn off DEP: https://www.online-tech-tips.com/windows-xp/disable-turn-off-dep-windows/
And disable any and all Anti-virus software prior to launching Steam and attempting the installation.
Also "verify file cache" before you try installing after doing the above.
The installer may also have some C++ dependencies that have conflicts with previously installed version.
Turned off Antivirus and reinstalled
Cannot turn off DEP , says Steam requires it.
How do you verify cashe?
I will attempt to uninstall RF 8 and 9, then reinstall RF9

Still same error
I wonder if the RF8 installation is fouling up Steam's installer.
A full uninstall of RF8 and registry entry cleanup may be required.
To verify:
Right Click on the Game or App in Steam and select "Properties".
On the window that appears select the "Local Files" tab.
There select "Verify Integrity of Game Files" and let it run.
They are pretty good with installer issues.
It doesn't matter to them that you are using a Steam installation.
I haven't tried installing any version with a controller installed.
Usually I can plug in a controller after the fact and with both RF8 and RF9 they do work, going all the way back to controllers for RF3.
