It is not a bug, to defeat the fanatic it is necessary to lower his two bars of HP and SP together.
My issue is not that you need to lower both bars (killed him after 20 rounds or used DP to lower his invincible HP bar). It is that he doesn't take HP damage. Unless the mechanic is that you can reduce SP bar but HP bar must be from Devil Power or only pure HP damage skills which I didn't have at the time since I had Hybrid damage skills which deal BOTH HP and SP damage. Fanatic does not take damage from: Hybrid Attacks or Death Sentence (Fanatic's debuff that does 50 HP dmg after 2-3 turns which I would assume was considered a pure HP dmg ability). Zombie + Hecate heal combo didn't work either but that is a hybrid heal that also adds Split Spirit so it might be all hybrid attacks don't work on him which IMO shouldn't be the case.
I can remember in one of my battles against Fanatic, he gained Split Spirit from some source on his own, so he could've had Split Spirit both times?
I'm asking because what you describe is exactly what would happen if he had Split Spirit.
No split spirit. I restarted the fight several times to rest different stuff. I even Devil Power killed his allies to see if they were causing it.
I also don't recall this happening in lower difficulties. My first two encounters with him had no trouble and only took a couple of rounds to kill him.
