A: Being a strong nation is the way. Same as in reality.
As for selling ships, its allright, mainly something to help get your working money built up early, as later on the longer build times for BBs and BCs can be a real pain taking up a bunch of your dockyard capacity post 1910 or so
Oh, and if you are sentimental, be sure to check the names given to the ships sold to your allies so you don't have things like Dreadnaught or Warspite sold to Brazil
-at the beginning, with me doing a lot of diplomacy to prevent alliances and more as one enemy at once, i get -prestige, and it takes time to get minor allies compared to the AI nations
-after winning the first war, more and more ally me
-with rising unrest, around 35-50+ maybe, they start to break the alliance
I like them most as refueling and repair station during wars away from my homeland/big harbours. As i set some rules myself how long to keep ships, i am not selling so much ships, but thats my decision.
Maybe, but in a good game you should always keep high prestige and low unrest anyway (i.e: constantly win in battles). Regardless of the minor nation alliance issue.
The op asked what may influence getting allies, and i told my opinion.
Whats a good game may be also differ to the players own goals and likes.
Some minor unshown events or randomness may have a play, the society is not totally stable even when NAVY is not doing anything. In reality, Citizens may protest and burn cars for wages or agriculture issues, etc. without anything to do with NAVY. I can accept that.
