I'm Not aware of any mods available currently but a workshop would be very cool. im sure the community would be able to make enough to warrent a workshop should the devs give a heads up first

A shared designs package, of as close as possible to historic actual ships, would probably be of great interest to many players.

My understanding is the game is "done" as in there is no more funding.

Now that there arent going to be almost daily patches you can expect the modding community to put up some mods that should work "forever".

or if you want a mod that is focused more on historical accuracy give NAR a try when its updates for 1.7
