"The heavy cruiser was a type of cruiser, a naval warship designed for long range and high speed, armed generally with naval guns of roughly 203 mm (8 inches) in caliber, whose design parameters were dictated by the Washington Naval Treaty of 1922 and the London Naval Treaty of 1930."

Here you will find a great video about the Washigton naval treaty made by Drachinifel.

I recommend watching the videos made by him if you are interested in learning more about the naval warfare from this time period.
Also take note that UA:D is set in an alternative story . There is no naval treaties ( maybe they are coming in a future update? ) That is the reason you see more gun caliber choices for CAs.
I also usually like 9" CA guns. If I go with 8"s or 10"s is usually because one or the other is a higher mark. All things equal I will usually pick 9"s. Some hull types will inspire me to adjust too. Italy has a CA hull that looks like the Dreadnought's hull. I'll toss on 12x8" guns when I need something to kill the AusHun CA swarm.
