Is turtleback armor OP?

I've heard that turtleback armor is op and ive been testing it out. My somewhat inferior turtle back ship was taking on four superior all or nothing ships and winning. It only ended when one of the AI did a suicide ram charge on me (im guessing by accident) and it sunk my ship.

turtle back only make ship OP in close range, it doesnt affect long range deck penetration i guess?

I honestly feel there is something not working properly with armour penetration just now as I had an 8" AP shell hit an enemy cruisers funnel with 0.4" of armour from 1km away and get a partial penetration. That surely can't be right?

i think thats a bounce on curved armor

im not sure if this game have overmatch mechanic that ignore armor like world of warship did. i guess not ?
