How do I rotate the bloody secondary tower?

I'm trying to play France (1920 at start) and want to make a Heavy cruiser but this tower won't flip. I got it to do it exactly once but deleted it to reposition some stuff and I can't seem to make it do it again.

Towers aren't really supposed to rotate.

Hold Shift before you select the part from the menu, and keep holding it until the part is placed.

If you need to move the part later, hold Shift before picking it up.
