Do you have minor Allies?
Can you still build ships with that specific hull? ( i.e the hull is not obsolet)
if the answer to both questions is yes,
than you can sell the ships if not your only option is to scrap them for money
Mothballed ships just have no crew and still cost a (fraction of) money to maintain.
Use this after a war if you have a good fleet, are in the negative and don't wanna scrap your navy.
You can't sell ships you've already built. They are only commissioned by your minor allies, which you then build.
This is not true, you will occasionally get a pop up to sell a mothballed ships for % of original cost if you have minor allies , it is however random if they ask to buy a ship.
1. Your minor allies can and will switch sides randomly with increasing chances the higher your unrest score.
2. They will only offer between 35% and 55%? less than the cost to build.
2. Your ships are generally better designed than the AI generated ones.
3. Your ships are generally more technologically advanced than the ships the AI makes and sells.
4. The higher a nations power projection / tonnage the harder to invade they are.
The compromise I have taken is to only sell or build for sale small ships (DD or less) which I would otherwise scrap.

how to actually 'plan' to invade a minor ally? is there a way to trigger the invade event?
I am not sure if you can invade minors allied with a major you are at war with.
