Ultimate Admiral: Dreadnoughts

Green TRAINED sailors?
Entire fleet is at training level TRAINED for YEARS.
War breaks out and in every subsequent engagement my sailors training level is at GREEN!
What gives?

I keep my training levels maxed at all times.
I keep my ships on Sea-Control to maintain training levels...at all times. (Even though it cost me alot.)

Now my fleet, which due to the above mentioned limitations, is a bit weak, is hobbled even further by totally incompetent sailors.
Now, my tech, which is Very Advanced and should compensate somewhat for my smaller fleet, is pointless.
What good is a nuclear sub, if you have morons running the thing?

Training budget is somehow tricky because it not only let you training your crew but also recruit more untrained civilian into navy crew pool, that certainly lower your average train level.

Setting Ships to Sea Control does help but if you lose crew in action, well, you know.

Best way is investing in Research Technology : Naval Tactic - Crew Training Doctrine. This increase your training effort. If you can get a really high level in Navy Reform (for example, level 100... ) you can keep all your crew as Veteran even you don't spend much on training budget.

Well i think the training status is an average value, so if its trained, actual half your fleet can be veterans and the others green as example.
Was you whole fleet green? Or only a part of it you had fights fore? Exp is for each ship individually, so maybe you had bad luck and your green crews came into battle and the others not...?

It was my first few fights after years/hours IRL of prep.
My Entire fleet was showing as "Trained". (Each individual ship.)
Whenever I went into battle ALL my ships showed as "Green", and Acted like it. :(

I had researched several "Training" techs, giving me various training buffs, but it did not show up in the battles.

In my new game, with my entire fleet at sea for over a year, and loosing bazillions of dollars a month, I have half a fleet listed as "Trained", and the rest remain "Green" - forever it would seem.

51% training is enough to maintain current levels, even with ships in Limited role during peacetime.

I rarely drop training below max 100% after a month or two at the beginning, depending on what nation I play.

Winning battles would fix the problem of course, but if you can't hit the broad-side of a barn at 10 paces, that's unlikely to happen.
