Discovered what was causing lag/stuttering in my pc
After a long time investigating this issue I found a post here in Steam forums and I tried it and is working in my pc. Seems like panels with information during battle/ship design and eventually selecting a ship (click on a ship) cause some kind of lag and stuttering. I minimized all panels with information by simply clicking in the arrow and game is performing far better. Hopefully developers can look into this.

Restarting the game regularly seems to alleviate this weapons tab stutter.

This might be why the devs don't think it's a problem, because they don't play the game long enough for the bug to start getting really severe.
