Peace works fine, but there does seem to be something that prompts the AI to wage unrelenting war. I've successfully concluded wars with the Chinese, the British, the French, and the Soviets.

But the war between the British and damn near everyone who isn't me has been raging for about ten years, including a failed American invasion of England. Not sure when or if that war will grind down - the Brits have lost about 3/4ths of their original fleet - about 150 ships still sailing - and the Americans are fielding just shy of 600 ships, but no one seems to be giving up. It would be nice to see "The war between x and y has concluded!" or similar.

I do experience the enemy trying to surrender, but whenever i accept it, the war keeps on.
although previously i have picked fight to the end when they asked.

This has to do with the player, while head of the navy, isnt head of state. Enemy make diplomatic overtures to you that they want peace, you, as head of the navy make a suggestion to your nation's government, they make a decision.

Another factor is that if something changes during the interim the AI may no longer want peace. This could be catching up on VP, launching a new class of ships, several ships becoming active again after repairs ect.

well, sure does feel odd to agree to peace and not getting it, even if it makes sense that you aren't head of state.

Im playing as the IJN and directly after taking over china the french went to war with me. I took all of frances colony's from eastern africa to my homeland. France surrendered and gave me 2 colony's + $500,000 and then immediately went to war with me after the next turn.

I dont get it haha Thanks for the free stuff, I guess?

The revanchism is strong with the French.

You can say that again. Holy.

I figure it was because one of the colony's they surrendered was Corsica and I didnt have any ships in the area so the AI figured itd be an easy win. Good thing every last man woman and child in the entirety of the US is sitting in a boat off the coast of france.
Being allies with them was the best choice ive ever made haha

Strange, after making peace, relationship is supposed to be neutral (zero) and war starts only after you get close to -100. You should be reporting this to the devs using the bug icon upper right - they said they had fixed it in a recent update.

If you sink enough of their navy that you start blockading them, they will surrender.

I have the opposite, 5 years in and no wars anywhere yet not how it used to be

Thats how some starts are with historical enemies. Set it to random or pick a fight, or both.

I have had Spain, Italy, and Austria blockaded for 5+ years, no surrender yet.

Some of the war mechanics are just silly. I went 10 years between battles happening in my endless "war" with China. They're so far away that nothing ever happens, yet I'm stuck in this "war". They finally asked for peace and I granted it, but nope the "war" continued.

The game has great potential, but is still very wonky.

w00t w00t!!! After 13.5 years my phony "war" with China is FINALLY over, after their 5th peace offer. It was only a "Minor Victory" because there were only 4 battles in that time, but I got Hong Kong as compensation for their sandbagging nonsense.
